Subject: [VA-SCV] SCV Annual Dues Overview
Gentlemen:
I've received several questions regarding the components of the Annual Dues, when payment is due, the timing of new memberships, etc. and would like to address all of these questions (hopefully) at one time with the explanations found below. I certainly understand why there's some confusion about the annual dues; organizationally we've changed the way we assess dues several times in the last couple of years.

A couple of technical points I want to mention, just so I cover all my bases.

1) The SCV General Headquarters Annual Fiscal Year generally runs from August 1st to July 31st of the succeeding year. The Constitution states that the official Fiscal Year is from the end of one Annual Reunion to the end of the next Annual Reunion, therefore, that's why, in the new Constitution, you'll see language to move the Annual Reunion to late July.

2) The Virginia Division, SCV, Fiscal Year runs from August 1st to July 31st.

3) Given points (1) and (2) and given that the National Constitution requires Camp Constitutions conform with the National Constitution on all material issues, each Camp's Fiscal Year should likewise be close to the "August 1st to July 31st" designation.

4) The "Annual Dues" are officially referred to as a "Per Capita Tax" by General Headquarters and the National Constitution and as a "Per Capita Assessment" by the Virginia Division Constitution.
After reading the overview below, please let me know if you have further questions.

The annual per capita taxes for a current member are:
National Per Capita Tax:     $20     Covers from 1 August 2006 through 31 July 2007 (Tax Covers 4 Quarters).
Reinstatement Fee/Late Fee:     $ 5     If paying after October 31 st.
VA Division Per Capita Tax:     $10     $3 of which goes to the Oakwood Cemetery Fund.
Camp Per Capita Tax:     $ ?     Whatever the Camp authorizes it to be.

For new members there are one-time fees assessed for the initial recording of their membership and their membership pin.
In addition, depending on the time of year when they join, they are allowed to "pay ahead" one or two quarters. You'll see the effects of the Constitution's language in the three different scenarios outlined below. New members are not required to "pay ahead", but, if they don't, they would effectively pay $20 in National Per Capita Taxes in, say, April for the current fiscal year, and then would have to pay $20 again in August for the new fiscal year. So it doesn't make any sense not to "pay ahead".
Scenario #1:
For new (first time paying) members, joining 1 August 2006 through 31 January 2007, the per capita taxes are:
National Per Capita Tax:     $20     Covers from 1 August 2006 through 31 July 1007 (Tax Covers 4 Quarters).
National Recording Fee:     $ 5     One-time only.
National Membership Pin:     $ 6     One-time only.
VA Division Per Capita Tax:     $10     $3 of which goes to the Oakwood Cemetery Fund.
Camp Per Capita Tax:     $ ?     Whatever the Camp authorizes it to be.
Scenario #2:
For new (first time paying) members, joining 1 February 2007 through 30 April 2007, the per capita taxes are:
National Per Capita Tax:     $30     Covers from 1 February 2007 through 31 July 20_0_8 (Tax Covers 6 Quarters).
National Recording Fee:     $ 5     One-time only.
National Membership Pin:     $ 6     One-time only.
VA Division Per Capita Tax:     $10     $3 of which goes to the Oakwood Cemetery Fund.
Camp Per Capita Tax:     $ ?     Whatever the Camp authorizes it to be.
Scenario #3:
For new (first time paying) members, joining 1 May 2006 through 31 July 2007, the per capita taxes are:
National Per Capita Tax:     $25     Covers from 1 May 2007 through 31 July 2Q08 (Tax Covers 5 Quarters).
National Recording Fee:     $ 5     One-time only.
National Membership Pin:     $ 6     One-time only.
VA Division Per Capita Tax:     $10     $3 of which goes to the Oakwood Cemetery Fund.
Camp Per Capita Tax:     $ ?     Whatever the Camp authorizes it to be.
